This project was first proposed in 2009, with construction being delayed by the Canterbury earthquakes in September 2010 and February 2011. This caused the design to be changed to ensure it complied with the revised building code, mainly affecting the steel structural elements and the foundations.&lt;/span&gt;&lt;/p&gt;
